Your Code is Only as Secure as its Supply Chain:
Incorporating DevSecOps Long Before Deployment

October 29, 2026

Every time a new cybersecurity threat or vulnerability makes headlines, organizations ask the same question: Were we affected?

Unfortunately, that's becoming increasingly difficult to answer.

Every dependency introduces potential risk. Modern applications are built using open-source libraries, third-party packages, container images, cloud services, and infrastructure-as-code templates. Developers may write the business logic, but much of the software stack comes from somewhere else.

It’s more important than ever to discuss these risks, as software supply chain attacks are no longer theoretical. They have become one of the most effective ways for attackers to reach government and enterprise environments.

Attackers Have Moved Upstream

Why would a threat actor attack a hardened production environment when they can compromise something that production already trusts?

The SolarWinds Cyber-Attack demonstrated the power of this approach. Rather than targeting thousands of organizations individually, attackers compromised a trusted supplier and leveraged that relationship across its customer base.

Today, attackers frequently target package repositories, build systems, continuous integration / continuous delivery (CI/CD) pipelines, cloud services, and software suppliers. A single compromised component can affect thousands of downstream organizations.

That's why software supply chain security has become a critical part of modern Development, Security, and Operations (DevSecOps) practices.

Building Security into the Development Process

Traditional approaches to security often delay the process of finding vulnerabilities until the end of development. The reality is that supply chain risk must be addressed much earlier.

Organizations should focus on:

  • Software Composition Analysis (SCA) to identify vulnerable dependencies
  • Software Bills of Materials (SBOMs) to understand what the applications contain
  • Artifact signing and integrity verification
  • Securing CI/CD pipelines and build environments
  • Continuous vulnerability management throughout the software lifecycle

The goal is straightforward: know what you're running, where it came from, and whether it can be trusted.

Extending Supply Chain Security Beyond Code

It’s not just about software. Hardware and Information and Communication Technology (ICT) products introduce risks as well (e.g. counterfeit products, unauthorized resellers, gray market sourcing, firmware tampering, and unsupported technologies).

Organizations should establish controls around:

  • Authorized Original Equipment Manufacturer (OEM) sourcing
  • Chain-of-custody documentation
  • Hardware and firmware authenticity verification
  • End-of-Life (EOL) and End-of-Service (EOS) tracking
  • Supplier risk management

Trust in the supply chain should extend from procurement through deployment and into ongoing operations.

Why This Matters to Federal Agencies

Federal software security requirements have evolved significantly. In just the last few years, we have seen a number of mandates surrounding the improvement of software supply chain security:

From both a security and compliance perspective, it has become increasingly important for agencies and contractors to understand software dependencies, supplier risk, and technology provenance.

Evaluating Your Organization’s Supply Chain

Software supply chain attacks are not slowing down. If you are waiting until deployment to think about security, you are learning about the risk too late. The most effective programs focus on visibility, verification, and continuous monitoring across software and hardware supply chains.

When the next major vulnerability is announced, the question shouldn't be: "Were we affected?"
It should be "We already know”.
