David "Chief" Gilchrist

At the helm of Four Points Technology is David “Chief” Gilchrist, with well over 40 years experience in government programs, personnel, contracts, and logistics management. Retired Navy Chief Gilchrist is Four Points Technology’s President and Chief Executive Officer (CEO). As CEO, Chief is responsible for strategic oversight of Four Points Technology’s business operations. Chief became majority owner and CEO in 2004 and immediately began to grow the organization through expansion of contract portfolio, operational enhancements as well as vision and strategy through market changes during his tenure.
Chief Gilchrist has 20 years of leadership experience in the Navy. Chief is a certified DOD Acquisition professional and a recognized professional in the management, contracting and purchasing of supply and services. During his last active duty assignment, Chief Gilchrist provided oversight for the instruction, supervision, and evaluation of over 200 active duty personnel. Now retired as a Service Connected-Disabled Veteran, Chief saw action while on active duty in Desert Shield, Desert Storm and Bosnia. Chief Gilchrist’s many military decorations include the Navy Commendation Medal, Navy and Marine Corps Achievement Medal (5 awards), and the Combat Action Ribbon, in addition to numerous unit and service awards.

Rusty Palmer co-founded Four Points Technology and helps guide the team in delivering exceptional value to its customers. Rusty has over 30 years experience in sales and program management in the Federal Marketplace. He has garnered the respect of many who have worked with him within government and private sector government contractors.
Prior to founding Four Points Technology, he was Vice President of Government Sales for Beyond.com, where he managed the Government Systems Group. He grew sales from $5mm to $55mm over a period of three years. Rusty was instrumental in the negotiation and implementation of several large Government/Agency-Wide Enterprise Contracts, including the company’s GSA Federal Supply Schedule Contract. Rusty Palmer is a veteran of the U.S. Air Force and an active supporter of the Maryland Chapter of the National Multiple Sclerosis Society.

Charting the Company's Future
As Chief Operating Officer, Joel Lipkin is responsible for strategic planning and management, as well as day-to-day operations and performance of Four Points. Lipkin leads the Four Points management team with over 25 years of experience in information technology, focused on delivering high performing solutions in the Government market.
Lipkin joined Four Points in November 2011. Previously, he served as General Manager at Affigent. Before Affigent, he served as Senior Vice President of Sales and Marketing with GovConnection, the public sector subsidiary of PCConnection, winning and successfully managing a new GSA schedule, BPA’s and complex GWAC contract awards. Prior to PCConnection, Lipkin spent five years in various executive positions with GTSI, a provider or technology products and services to the Government, including Senior Vice President of Programs and Marketing; and was previously Vice President of Systems Integration with Zenith Data Systems. Lipkin received a BA with honors from George Washington University, and holds an MA and PhD in Medieval History from the Catholic University of America.

Kris Ford, our Chief Finance Officer, is a seasoned management professional with a special skill for creating infrastructure and processes that keep customer satisfaction high in fast-growth companies. With experience that spans the Governmental and commercial marketplace, Kris understands the nuances and special needs of both. She is responsible for financial operations, policy, reporting and systems for Four Points Technology. She also oversees and manages purchasing and fulfillment operations.
Prior to joining Four Points Technology, Kris was Director of Operations at Apptis, a large systems integrator. During her 8-year tenure, she managed the purchasing and operations groups, as the company rapidly grew to over $700M in annual revenues. Kris held similar management positions during her ten year career at EurothermControls, which is one of the world’s best known manufacturers of Control and Measurement Instrumentation supplying the Industrial and Process Markets.
Denise L. Harrison

As Chief Information Officer, Denise Harrison is responsible for technology strategy, corporate systems, partner and vendor relations and engineering solutions support. Harrison has worked in the government contracting market for over thirty-one years and specifically in the information technology sector.
Harrison joined Four Points in January 2013. Previously, she was the CIO and VP Engineering at GTSI Corp. She has also worked with public sector divisions of Unisys and Pyramid Technology (Siemens). Harrison has a BS in Economics at George Mason University and CIO Institute certificate from Carnegie Mellon University Heinz College.
Vice President - Contracts
Staying One Step Ahead in Compliance
Amy Moss is Four Point Technology’s Vice President of Contracts. Amy has over ten years of experience in policy and contract management and is a Certified Schedules Contract Manager (CSCM), and Certified Professional Contracts Manager (CPCM).
At Four Points Technology, Amy oversees company compliance for all contracts including GSA IT 70, SEWP V, CIO-CS, BPAs, and IDIQs. Amy reviews all agreements and company activity for compliance with Government contracting requirements and FAR regulations. As Director of Contracts, Amy reviews all supplier agreements and contracts. She actively participates in the development of process improvements and provides overall business management support and advice to the Four Points management team. In addition, Amy conducts internal audits with input from her program team to ensure that Four Points Technology adheres to all contracting requirements, and she oversees our third party ethics hotline.
Vice President - Veterans Affairs & DHA Sales

Jason Goldberg is the Vice President of the Department of Veterans Affairs & DHA team at Four Points Technology. With over 26 years of Federal IT solution sales, management experience and over $2B in sales produced, Jason has a solid history of success in customer acquisition and retention, strategic account development, and delivering complex IT, Cloud and Clinical solutions to the Federal Government.
Jason's previous experience has prepared him for his role since joining Four Points Technology in 2013. For seven years prior to joining Four Points, Jason held positions of increasing responsibility in sales and sales management while working at FedStore Corporation, Affigent and GovConnection for ten years. Jason's focus at Four Points is to assure our customers and partners that he and his team deliver innovative, cost effective solutions that directly address the business and mission needs of the Department of Veterans Affairs and DHA agencies.
Vice President - Program Management
As Vice President of Program Management at Four Points Technology, Jim Setser is responsible for the successful execution of Four Points’ projects, ensuring that commitments to customers are fulfilled on-time and on-budget. A direct result of his prior accomplishments in the industry fulfilling numerous key program management, contract management, and operational leadership roles at companies including Fortune 500 Verizon Communications and Value Added Reseller Affigent (a Washington Technology Top 100 firm), Setser has developed a reputation for understanding and championing his customer’s needs and requirements, as evidenced by the frequent formal recognition that Setser has received and the financial growth that he has delivered to his organizations.
Setser is a certified Project Management Professional with the Project Management Institute. His education includes a BS in Decision Science and Management Information Systems with a Minor in Economics from George Mason University, and a Masters Certification in Contracts and Procurement from the University of Virginia.
Vice President - Civilian and DOD Sales
As Vice President of Sales, Bill Collins is responsible for the overall strategic sales growth of Four Points Technology, who has been in business for 15+ years providing HW/SW solutions to the US Federal marketplace. Since joining Four Points Technology, the organization has increased it’s market penetration into new accounts and business areas while sustaining strong revenues and profitability. Bill has over 25 years of experience in federal sales to include solution sales, business development, professional and managed services, and contract management.
Prior to joining Four Points Technology, Bill spent almost 3 years with Hitachi Data Systems Federal Corporation (HDSFED) as the Vice President of Sales supporting DoD, Civilian, and Intel Agencies, 14 years at GTSI/Unicom also as the Vice President of Sales supporting the DoD, Civilian, and Intel agencies, and 8 years at Hewlett Packard as the Senior Director of Army, Navy, and MHS.
Bill holds a Bachelor of Science degree in Business Management from Radford University.
Human Resources Manager
Lori Constantino is the Manager of Human Resources for Four Points Technology. Lori has over fifteen years of Human Resource experience including developing human resources policies, compliance, employee relations, compensation, benefits, performance management, and recruiting.
Lori earned her Bachelor of Arts degree in Psychology from George Mason University. Lori is certified as a Professional in Human Resources (PHR) by the HR Certification Institute and as a Certified Professional (SHRM-CP) by the Society for Human Resource Management.
